This strap is from clearance stock and we therefore do not know the composition or country of origin.  The full rolls of elastic may not be the same stock as the 'per metre' stock.  

There may be 'joins' in the lengths if they are in excess of 10m, and often 2-3 joins in the 75m rolls.
