This is the cut version of the selvedge swim fabric which can be used as a binding, to make straps, as a folded waistband etc.  It doesn't fray, but you would still need to fold it, or bind the cut edges, as they are not intended to be used raw and would not provide adequate strength otherwise.  You could simply apply elastic to the back if you wanted without binding.
