A fine elastic which has loops to either edge.  This is often used on sheer fabrics where it is unavoidablethat the elastic will be seem.  We have seen this particular on the neckline/cuffs of those little sheer tops that are worn under sleeveless dresses when the wearer prefers long sleeves.
